Accessibility statement

1. Our Commitment

We want everybody to be able to use this website, whatever device they are on and however they navigate. That includes people using a screen reader, people who navigate by keyboard alone, people who need larger text or higher contrast, and people who turn animation off.

This website is built to meet the Web Content Accessibility Guidelines version 2.2 at level AA.

2. What We Test, and How

Accessibility is checked automatically before anything is published, rather than reviewed once and forgotten. Every build runs an automated audit across the site at two screen widths, and separately across twelve device profiles covering phones, tablets in both orientations and desktop.

• Colour contrast on every combination of text and background, against the 4.5:1 requirement for body text and 3:1 for large text.
• Every interactive element reachable and operable by keyboard, with a visible focus indicator that changes colour to stay visible on light, cream and navy backgrounds.
• Tap targets of at least 24 by 24 pixels, which is the 2.2 requirement, with 44 pixels wherever the element is navigation rather than a link inside a sentence.
• A heading structure that forms a real outline, one main heading per page, and landmarks a screen reader can jump between.
• A skip link that genuinely moves focus to the main content.
• No horizontal scrolling at any width down to 320 pixels.
• Animation and movement suppressed entirely for anybody whose device asks for reduced motion.

Automated testing catches a good proportion of problems and misses the ones that need judgement. Manual keyboard and screen reader checks are done on the main routes through the site alongside them.

3. Deliberate Choices

Some of what we have done is worth stating, because it is the reason certain things behave the way they do.

• The site works without JavaScript. Every page, every answer and every navigation link is in the HTML that arrives. Nothing important is drawn in by script.
• The frequently asked questions on the homepage are collapsed using the browser’s own disclosure element rather than a script, so keyboard, screen reader, find-in-page and printing all behave the way you expect.
• Where a link sits inside a sentence and cannot be padded out without wrecking the line spacing, we extend the area you can tap without moving the text.
• Printed pages are laid out properly, with link addresses written out and collapsed answers opened.

4. Known Limitations

We would rather name these than let you discover them.

• Some journal articles were carried over from our previous website. Their images have alternative text, but a few of those descriptions are brief and are being improved as each article is next edited.
• Documents produced for clients, such as reports and letters, are not covered by this statement. If you need one in a different format, ask and we will produce it.
• The spam protection on our three form pages is provided by Google and its own accessibility is outside our control. If it prevents you from using a form, telephone or email us instead and you will reach exactly the same people.

5. If Something Does Not Work

Tell us. We would genuinely rather know, and we will fix it rather than explain why it is like that.
